Sociedad Portuaria Río Córdoba (SPRC) has the initiative to develop a port terminal at Ciénaga - Río Córdoba for the handling of coal, containers, bulk, and grains with a target-capacity of 18.9 Mtpy. Out of all the ports of Colombia, there is not a single one that has rail connection and capacity for all types of loads. This current jointure I a great opportunity for the construction of the first integrated national logistic company of the country. This project interests the integration of the central railroad corridor, its participation in fenoco, the combined load capacity of coal per year and they rail equipment, giving the ability to extend the Rio Cordoba port license for an extended period of 20 years.

Role
I was in charge of defining the scope of the project by determining the existing and potential demand of the project. To so, I worked together with Procolombia in order to determine the different types of cargo and volumes the port could attract. Once we determined the throughput cargo the project will handle, we realized reverse engineer in order to define technical characteristics and know the cost of the project. I develop a 20 years financial model together with the construction of Schedules, project phases, Volume scenarios, Capex, Opex, P&L, and FCF valuation. I prepare all technical and financial documentation needed to request the government the 20 years license extension.
Challenges
Parties involved in the project were not fully aligned, economic and interest conflict were involved in the process and the lack of resources and license fines were the reason why they finally decide to step aside from de project, taking with them the ability to extent the license of the port.
